Anti-Money Laundering Reporting (AML) Officer  – VACANCY

Hybrid Working Arrangement (Combination of Office and Home Working), Full-time position

 

Buncrana Credit Union (BCU) is seeking an Anti- Money Laundering (AML) Officer. The role of the AML Officer is to lead the development of AML and counter terrorist financing (CTF) policies and procedures, to advise on new and impending statutory and regulatory requirements, acting upon all reports of suspicious transactions, and ensuring all Credit Union directors, volunteers and staff are trained in AML and CTF matters.

 

The AML Officer will be accountable and responsible for the following:

  • Act as the Money Laundering Reporting Officer (MLRO) and manage this function within Buncrana Credit Union;
  • Manage the AML/CTF compliance and monitoring plan for the Credit Union and produce and present regulatory reports as required;
  • Support the CEO and Board of Directors in the implementation of relevant policies and procedures within the Credit Union;
  • Investigate and report any Suspicious Transaction Reports (STR) issues or concerns to the relevant agencies/authorities and law enforcement agencies, as and when required:
  • Act as the Key Liaison point with the relevant agencies/authorities and law enforcement agencies;
  • Manage the AML Function and ensure that this function is compliant with all legal, financial, statutory and regulatory requirements, including the maintenance of all AML/CTF records;
  • Monitor regulatory compliance through continuous review and assessment of existing controls and processes and report to the CEO, Board of Directors and Risk & Compliance Committee on a monthly basis or as/when required on the overall level of compliance with AML, CFT and FS regulations within Buncrana Credit Union;
  • Manage the AML/CFT training programmes internally and ensure that all Employees, Board Members and Volunteers are adequately trained on current and new regulations; and
  • Monitor transactions and conduct financial sanctions screening.

 

The successful candidate should possess the following qualifications, skills and experience:

 

  • A third level qualification, ideally in business, law or a related field;
  • Experience in working in a regulated environment, with similar experience a distinct advantage;
  • A relevant qualification such as QFA, Pathways, ACOI Diploma in compliance, IOB Certificate in Financial Crime, or CAMS certificate would be advantageous;
  • The ability to take ownership and foster a culture of AML/CTF compliance; and
  • Excellent communication skills, both written and oral.

Swilly Mulroy Credit Union (SMCU) is seeking a Finance & Compliance Manager. Reporting
to the Credit Union Manager and Board, this new post is a unique opportunity for a suitably
qualified finance professional to become a key member of the management team and to play
a leading role in the future development of SMCU.
The Finance & Compliance Manager will be accountable and responsible for the following:
• managing the finance function including financial reporting, financial projections,
management of the investment portfolio, preparation of regulatory returns, and payroll;
• managing the HR function of SMCU and undertaking staff training on compliance issues.
The successful candidate will possess the following essential qualifications and skills:
• A professional accountancy qualification (ACA or equivalent);
• At least 2 years’ post qualification accountancy experience;
• At least 3 years’ experience in a finance or accountancy role; and
• At least 3 years’ of advising/reporting to senior management.
The following qualifications and skills are desirable for the role:
• A credit union specific qualification which meets the standards of the Minimum
Competency Code (e.g. ACCUP or Pathways Diploma in CU Operations);
• Professional Certificate in Credit Union Compliance or Professional Diploma in
Compliance;
• At least 2 years’ experience in credit unions or other financial institutions;
• Experience of dealing with, or advising on, HR issues;
• Experience of preparing and delivering training courses using Power point; and/or
• At least 2 years’ experience of getting results through people.

The role mainly involves providing personal care to individuals in their own homes. Workers must be available to work early mornings, afternoons, evenings and nights on week days and weekends for up to 39 hours per week and have access to transport. Workers may have a set of clients to attend to, typically spending 30, 45 or 60 minutes with a client before moving to the next one.
Evidence of successful completion of Fetac/QQI level 5 in healthcare modules ‘Care Skills’ and ‘Care of the Older Person’ or equivalent qualifications and minimum of one year’s relevant experience providing care are required. Where an individual has not yet completed the above modules but can demonstrate significant experience of caring, applications may be considered in conjunction with a personal commitment to commence the healthcare modules within the first 12 months of employment.
The current salary scale is €29,062 rising to €37,600 (nine year scale). Actual pay is calculated on the number of hours worked each week.
